What is Social PreCOP?

The Social PreCOP on Climate Change is the first Worldwide Public Consultation proposing governments to sit together with social movements and organizations around the world to set the basis of an alliance between peoples and governments facing the threat that climate change poses today for humanity.

From the confidence and leadership earned internationally under the leadership of Commander Hugo Chávez, the Bolivarian Republic of Venezuela opened the space of the Social PreCOP on Climate Change to allow popular organizations worldwide to influence the agenda of the UN at a key historical moment: the ability to overcome the predatory capitalist system of development through political agreement and thereby to save the planet.

Three high-level political consultations convened for 2014 make it a crucial year for climate negotiations:

  • The first is on 23 September at the UN headquarters in New York, United States, convened by Secretary General of the UN, Ban Ki-Moon, within the framework of the 69th UN General Assembly.
  • Secondly, from 4 to 7 November Venezuela will host the Social PreCOP on Climate Change
  • Finally, the Twentieth Conference of the Parties (COP20), to be held in Lima, Peru.

Venezuela has materialized its role as protagonist at the international level by participating in the political leadership of the new legal agreement on climate change, and has come to the forefront of this global challenge from a revolutionary perspective tackling with the Socialism of the XXI Century and the Good Living the "Green Capitalism" and the "Low Carbon Development".

The Social PreCOP on Climate Change: Changing the System Not the Climate, will be held from 4 to 7 November 2014 at Hotel Venetur Margarita.

The meetings of the Non-Governmental Organizations (NGOs) and National and International Social Movements will take place on 4-5 November to take their stance on climate change and prepare a document with proposals to be presented and discussed on November 6 at a round table with Ministers from 40 countries worldwide responsible for Climate Change.

Road map to the Social PreCOP

The Social PreCOP on Climate Change will be held in Margarita Island, Venezuela, from 4 to 7 November, 2014.

As part of the political process leading to the Social PreCOP, a Preparatory Meeting will be held on 15 - 18 July, comprising international forums of Local Governments on Climate Change; the Future takes the Floor: Children and Youth on Climate Change; and Good Living and Sustainable Life on Climate Change.

The results of this preparatory event with social movements worldwide, will be presented by the President of the Republic at the Presidential Summit on Climate Change convened by the Secretary General of the UN on September 23 within the framework of the 69th session of the UN General Assembly.
