Minister Pulgar-Vidal appointed special envoy for observers at COP21

Paris, December 5, 2015.- On the fifth day of the Conference of the Parties (COP21) presently underway in Paris, Peru’s Minister of the Environment and Chairman of COP20 and CMP 10, Manuel Pulgar-Vidal, was appointed by  COP 21 and CMP 11 President Mr. Laurent Fabius as Special Envoy for Observers at COP 21.

The announcement was made by the Convention’s Secretariat before observers from civil society and NGOs attending COP21 events. Christiana Figueres, United Nations Secretary for Climate Change underscored the importance of having “COP20’s President as mediator because it is a fact Pulgar-Vidal is well informed and knows the importance of communication flows smoothly during the negotiations. It is a great opportunity to build a strong relationship with him”.

At 5:30 p.m. (French time) Pulgar-Vidal will hold his first meeting with the observers after his appointment. The purpose of this position is to ensure an inclusive and transparent process where the voice of civil society will be taken into account.
